Possibly the worst place to do breakfast if you're a drug lord or an aspiring terrorist would be the Republic Cafe, 365 La Trobe St, Melbourne, +61 3 9670 2999. It's right next door to the Melbourne offices of the Australian Federal Police, and the place is crawling with G men.
